In the fictional Empire of Mordania in 100 AC, the Empire’s founding and a transitional commission produce a new constitution establishing legislative, judicial, and executive branches. The legislature has two houses: the elected Council of Representatives, chosen by proportional representation, and the Council of Regents, appointed by each province with executive approval. The story follows Emperor Malik Maalouf as he struggles to make this new system hold while political power gathers across the competing branches.
